Originally from Port-au-Prince and youngest of a sibling of 6 children, Wesly Milard did his classical studies at the Brother Raphael universe college in Carrefour.

Holder of a license in Psychology obtained at the Faculty of Ethnology of the State University of Haiti, He also had a License in Legal Sciences at the School of Law and Economics of Les Cayes. Wanting to perfect his career, Mr. Milard had a Master’s degree in Child Psychology at the Applied Technical Institute (ITEAP) in Spain and a little later a Doctorate in Clinical Psychology at Atlantic International University in the United States.

Married to a pediatrician working at Heath Equity International (Saint Boniface Hospital) as head of service for 9 years, father of two children, Wesly Milard has had several professional experiences in different structures in the country including the Gheskio center where he was an intern at the psychosocial unit.

Coming from the 19th promotion of the National Police of Haiti (PNH), Mr. Milard chose to pursue his dreams as a psychologist and worked at the Terre des Hommes organization and the Lumière health center as head of the psychosocial service. He is currently the Lead Psychologist at Loving Shepherd Ministries.

Professor of Psychology and Methodology at the Lumière University (ULUM) and at the University of New Direction and Development (UNDD). Former public relations manager of GRAHN-HAITI for the South department. Former Lieutenant Colonel as Departmental Director at the International Police Chaplain Agency (IPCA) and former Lieutenant at the International Police Chaplain Human Rights (IPCHR).

Mr. Milard continues his ministry from Chaplaincy in the city of Les Cayes where he resides, as Lieutenant General and Public Relations Officer at the International Police Chaplain Sustainable Development and Law Enforcement (IPCSL).
